ABSTRACT

This technical note provides a methodological outline for the results shown in Chapter 16 of "De Paradox van Ongelijkheid in België" (FR: "Le paradoxe des inégalités en Belgique"). In Chapter 16, we compare the income and welfare positions of the elderly and the young. First, we compare income and consumption levels at one point in time across different age groups. However, these cross-sectional comparisons are only one way to analyse the relative welfare positions of the elderly and the young. What ultimately matters is the evolution of welfare over the entire life cycle. After all, the elderly have also been young, and young people grow old. This means that we should not think in terms of age groups at a given point in time but in terms of cohorts, i.e. people born in the same period. This comparison is discussed in the second part of the chapter and shows that the young people today are better off than the old people when they were young. In this technical note, we discuss the data in Section 2. We looked at three variables: consumption, income and homeownership. The methodology that was followed for the cross-sectional and generational analysis is discussed in Section 3.1 and Section 3.2.
